It pleases me to present the report on the new regulation in BIO-SECURITY for Rooms of Beauty that will be implemented starting from the month in course.
That it is Bio-security?
They are the practices that have for object to minimize the factor risk that can end up affecting the health or the life of people or that it can contaminate the atmosphere.
At the present time the national government is developing of permanent character, the call Project of Intensified Surveillance to Rooms of Beauty, Hairdressers and Aesthetics. The objective of this project is to improve the conditions of the worker's health and of the clients. Both exposed ones to different biological, physical and chemical risks.
Next it is shown a square of Factors of Risk and the probabilities of illnesses:

RESOLUTION 02263 OF 2004
(July 14)
for which the requirements settle down for the opening and operation of the aesthetics centers and similar and other dispositions are dictated
The Secretary of the Social Protection, in exercise of their legal attributions and especially of those conferred by the article 429 of the Law 09 of 1979, 711 of 2001 and the article 2° of the Ordinance 205 of 2002,
IT SOLVES:
Article 1°. Application environment. The present resolution is of obligatory execution for the opening and operation of the aesthetics centers, institutes of beauty, suntan centers and other establishments where they are carried out cosmetic, facial or corporal procedures.
Paragraph. The establishments in those that are applied technical with therapeutic purpose, surgical interventions, microsurgeries (tattoo), procedures invasivos (piercing), implant or cosmetic preparations, they will fulfill in all moment the effective regulation in the related with the lenders of services of health.
Article 2°. Definitions. For effects of the present resolution the following definitions are adopted:
Use Aparatología in aesthetics. It corresponds to all operational and functional medical device that gathers systems and electric, electronic subsystems, mechanics, hydraulic and/or hybrid, included the computer programs that intervene in their good operation, dedicated by the maker to be used in human beings with aesthetic ends and that they should fulfill the established effective sanitary normatividad for biomedical team.
Bioseguridad. They are the practices that have for object to eliminate or to minimize the factor of risk that can end up affecting the health or the life of people or that it can contaminate the atmosphere.
I center of suntan. Establishment in which is sought to provide a tan tone to the skin, by means of the use of technical non invasivas.
I center of aesthetics and cosmetología. It is that establishment dedicated to the realization of cosmetic treatments that has isolated enclosures, for individual use dedicated exclusively to the benefit of services of personal aesthetics, including technical of aparatología and procedures non invasivos.
Environmental contamination. Quantity of dispersed physical, chemical and biological pollutants in the work atmosphere, able to generate noxious effects for the health in the hard-working population and user of the services of beauty, aesthetics centers, rooms of massages, training schools and/or formation in aesthetics, cosmetología and establishments tune.
Training schools and formation: Establishment dedicated to the training and formation of formal and not formal character, in activities of the cosmetología.
Institute of beauty. Establishment in which you/they are carried out different technical with the purpose of beautifying the human body with or without the use of cosmetic products.
Practical and activities of corporal embellishment. They are all the procedures non invasivos that are used for the embellishment of the human body with the purpose of cleaning it, to perfume it, to modify their aspect and to protect it or to maintain it in good state, with or without the use of cosmetic products.
Procedure invasivo: It is that procedure carried out by a professional of the medicine in which the body is attacked chemical and/or mechanically or by means of intracutaneous and/or subcutaneous injections, or it is introduced a tube or a medical device.
I articulate 3°. Of the implementation of the techniques of cleaning. All establishment dedicated to the realization of cosmetic and aesthetic procedures, it will implement technical of cleaning that guarantee the control of the physical, chemical and biological factors of risk.
Article 4°. Institutes of beauty and complementary activities. All the activities object of the present regulation, will be been able to exercise combined or individually and anyone of them to be supplemented with those of gym, pool, sauna or other, whenever they are fulfilled the conditions technician - sanitary established for each activity, for this effect the institutes of beauty will be able to develop, individual or jointly the following activities: 1. aesthetic manual massage.
2. facial and corporal cosmetic treatments.
3. depilation for methods non invasivos.
4. suntan of the skin for methods non invasivos.
5. facial and corporal make-up for methods non invasivos.
6. facial and corporal hygiene.
7. procedures with use aparatología in aesthetics.
Paragraph. The establishments object of the present regulation, they will be independent of the housing area or of any other area that is not compatible with the services to lend.
Article 5°. Operation requirements. For the opening and operation the establishments that it treats the present resolution they will fulfill the following requirements:
1. you condition general
to) to Have independent areas that allow the development each one of the activities characteristic of each establishment;
b) Each defined area of work will allow the personnel's free movement;
c) The divisions should be hydro-repellent, antiadherentes and to allow or to guarantee that it passes clean air from a side to another;
d) to Have a wait room;
and) to Define and to guarantee the privacy of the areas or booths for those activities that require this way it;
f) The walls, floors and roofs will be in non porous material, not absorbent, of easy cleaning and disinfection;
g) The furniture (seats, tables, stretchers, etc.), they should be in washable material;
h) to Have protective or other elements when they are carried out technical that require direct contact of the body with the furniture:
i) The facilities should either have good illumination and ventilation natural or artificial;
j) to Have a gifted first-aid kit, of easy access, with the necessary implementos for first aids. The noise will be controlled, in accordance with the effective norms of occupational health;
k) to Have complete sanitary units, of agreement with the procedures is téticos that there are carried out, clean, with towels, soap liquid and other necessary elements of toilet;
l) When the user requires of the change of clothes to develop the activities corresponding to the establishment, they will have a vestier. In case they have booths of use singular, these they could be used for such an end;
m) The establishment or the institution should not be located in places that present imminent risk of natural disasters, near areas with risks of serious and incorrigible health that prevent to maintain the internal conditions of the Institution;
n) it should have permanent supply of drinkable water, sewer system service, and electric power and to stay in conservation state and cleaning.
or) it will have a specific and separate area physically for the laundry of utensils with a poceta with supply of water and hydraulic net for drinkable water and black waters;
p) a program of control of arthropods will be implemented and rodent, with a frequency not smaller than three (3) times per year;
q) to Have a sterilization method in the one which, the teams sterilizers, have favorable technical concept of the Invima;
r) The cosmetic products that are used in the establishments contemplated in the present resolution will have registration sanitarium or obligatory sanitary notification;
s) The kitchen knives and material of having shaved, they will be of a (1) single use;
t) the whole use aparatología in cosmetic used in the aesthetic treatments should have the favorable technical concept on the part of the Invima.
2. deposits and elimination of residuals
The willing area for the solid waste should be independent. It should be made an appropriate administration of the solid residuals and liquids that are generated, of agreement with that contemplated in the Ordinance 2676 of 2000 and the Resolution 1164 of 2002, or the effective sanitary normatividad in the topic.
3. linen
The towels and other linen elements that it uses the establishment, will stay and they will store under hygienic conditions and they will be renovated with each client. Once used, they will be deposited in willing recipients for such an end.
4. personal
to) to Have clothes and footwear of exclusive use for the personnel that carries out the functions that it treats the present resolution and they won't be able to during the realization of the procedures, to ingest foods neither any class of drinks;
b) to Fulfill the bioseguridad manual, sent by the Ministry of the Social Protection;
c) they won't be able to carry out cosmetic procedures when they suffer wounded and/or cutaneous lesions in the hands;
d) to File the leaves of the personnel's life that he/she works in the establishment with the due supports in which their labor acting is credited, of agreement with the Law 711 of 2001.
5. manuals and registration
to) to Have the manuals where the processes and procedures of the services are detailed that are lent;
b) to Take an up-to-date registration of the teams with which it counts the establishment and of the maintenance that you/they are carried out to the same ones.
Paragraph. The institutes of beauty and aesthetics centers will complete presently besides the signal requirements article with skillful, lavamanos and sanitary battery for the clients, which will be independent to those that the personnel of the institute uses and in the individual booths or in the common areas in those that the aesthetics techniques are applied, he will have a lavamanos.
The suntan centers, they will give in form singular the solar glasses provision.
Article 6°. Of the Information. Each establishment will inform the clients previously, the cares, cautions, risks and costs, related with the service for him requested.
Article 7°. Legal documentation. For the opening and operation of the establishments contemplated in the present norm, the interested ones will collect the following legal documentation to the departmental entity, distrital or municipal of their jurisdiction:
1. existence certificate and legal representation, sent by the Chamber of Commerce.
2. viability of use of the floor sent by municipal planeación or the territorial entity.
3. planes of the establishment indicating the areas.
4. the personnel's relationship that will lend the services in the establishment, collecting the certificate that credits it in cosmetología, indicating the function or labor activity carried out by each one.
5. relationship of the services to lend.
6. relationship of the teams with which it counts the establishment to lend the declared services, indicating the number of the favorable technical concept granted by the Invima.
Article 8°. Surveillance and control. Without damage of the functions settled down in the effective normatividad, the departments in coordination with the districts and municipalities will exercise the inspection, surveillance and control of the establishments to that he refers the present resolution and they will adopt the measures of prevention or necessary correctivas to give execution here to the willing and in the other norms that are applicable. Equally the territorial entities, are competent to adopt the sanitary measures of security, to advance the procedures and to apply the sanctions to that there is place, according to that prepared in the articles 17 and 18 of the Law 711 of 2001.
Article 9°. Inspection visits. The territorial entities will carry out at least once to the year or the times that estimate it convenient, a visit to the establishments that it treats the present resolution, with the purpose of verifying the execution of the requirements here established.
The officials that practice the visit to the establishments object of the present regulation, will credit their identity and identification like sanitary authority; they will lift records for each visit where is emitted a sanitary technical concept of the establishment and the services
When it is of the case, they will carry out the pursuit to the established requirements of sensible with the sanitary technical concept of the visit records.
In situations of serious risk for the public health, they will be able to impose sanitary measures of security and sanctions, in accordance with that settled down in the articles 576 and following of the Law 9ª of 1979.
Article 10. Authorization of new services. When the establishments object of the present regulation enlarge the services that you/they lend they will inform and to request their authorization to the respective competent sanitary authority.
Article 11. Transitory dispositions. The establishments to that he makes reference the present resolution that you/they are working to the date, will have a (1) year starting from the entrance in validity of the present resolution to be adapted, to the requirements settled down in the present norm.
For the execution of the present article the owners of the establishments or legal representatives, they will inform in writing to the Departmental authorities of health, Distritales or Municipal, the adaptations to that there are place and the time required to fulfill the norm. Nevertheless the above-mentioned, the territorial entity will program inspection visit to the establishment with the purpose of determining if the sanitary conditions, of bioseguridad and of occupational health there are carried out they don't put in the risk to the users.
Conquered the term here established, the corresponding territorial entity, will visit the establishment with the purpose of determining the execution of that prepared in the present norm.
Their nonfulfillment will give place to the application of the sanitary measures of security and of the sanctions contemplated in the Laws 9ª of 1979 and 711 of 2001.
Article 12. The present resolution governs starting from the date of its communication and deroga the dispositions that are he contrary.
